Abstract

The United Nations-UN 2030 Agenda is a global action plan that aims to achieve a better world for people and nations in that year. The plan highlights the eradication of extreme poverty and reduction of inequalities as the main global challenges. The Continuous Payment Benefit is an important instrument for materializing the principle of human dignity, social justice, reducing inequalities and realizing basic rights. This article presents one of the main challenges of this income distribution program, namely, the adequate identification and reach of those who qualify as potential beneficiaries. The research aims to locate and make visible vulnerable individuals who meet the requirements of the Continuous Payment Benefit, allowing access to the benefit, in order to reduce social inequality in compliance with Sustainable Development Goal nº 10 of the 2030 Agenda of the Organization of United Nations – Reducing Inequalities. To this end, it presents the proposal to create a public policy capable of reaching individuals who meet the eligibility criteria and, consequently, minimizing errors of exclusion from the assistance benefit, by carrying out an active search to be carried out in an action of a true Municipal Assistance Census. The research was carried out using the hypothetical-deductive method with a literature review, specific legislative and doctrinal analysis on the topic.
